New Delhi, July 11:??
The Union Cabinet has approved setting up of the Rajiv Gandhi National Aviation University and the Indira Gandhi National Women University in Raibarelli, the constituency of UPA chairperson Sonia Gandhi.
These two will cost over Rs 700 crore. Both of these will be set up under two separate legislations, to be introduced in Parliament during monsoon session.
At the same time, the Cabinet Committee on Economic Affairs has approved disinvestment of 5 per cent equity in ITDC and 1.02 per cent in State Trading Corporation.
The Cabinet has given in-principle approval for setting up of the Civil Aviation Authority. Now, a Bill will be introduced in Parliament to introduce a Bill.
PTI reports:
The Government has cleared a proposal to replace the Directorate General of Civil Aviation with a new aviation regulator with full operational and financial autonomy.
According to sources, the proposal was cleared at the Union Cabinet meeting.
The new regulatory body would be called the Civil Aviation Authority and would replace the DGCA. It will administer and regulate civil aviation safety and manage safety oversight over air transport operators, air service navigation operators and operators of other civil aviation facilities.
Financial, administrative powers
Noting that DGCA had limited the delegation of financial powers and hence was ?incapable of making adequate structural changes? to meet the demands of a dynamic civil aviation sector, the sources said that this necessitated its replacement with CAA that would have more administrative and financial powers to deal with the fast-changing aviation scenario.
The Civil Aviation Authority, like DGCA, would also deal with matters relating to financial stress on safety of air operations, as witnessed in connection with the bankrupt Kingfisher Airlines in October last year.
Issues relating to consumer protection and environment regulations in civil aviation sector would also be addressed by it, according to the draft legislation.
The authority is being established to meet the standards set by the United Nation?s International Civil Aviation Organisation (ICAO) and in line with aviation regulators in other countries like the Federal Aviation Administration of the US and the UK?s CAA.
