Times Union Center bidding on three NCAA Division I tournaments

The Times Union Center has hosted NCAA men?s basketball and wrestling championship tournaments in various years since the arena opened in 1990, but never women?s basketball or women?s volleyball.

The Times Union Center could host up to three NCAA Division I championship tournaments starting in 2015 -- games that would not require expanding the sports arena at an estimated cost of $6 million to $11 million.

The arena?s general manager, Bob Belber, said bids will be submitted to the NCAA to host regional championship tournaments for women?s basketball, women?s volleyball, and men?s ice hockey from 2015 to 2018.

Belber is working with the Metro Atlantic Athletic Conference and Siena College on the women?s basketball and volleyball bids. The Eastern Collegiate Athletic Conference, Rensselaer Polytechnic Institute and Union College are teaming up with the arena on the hockey bid.

The bids are due Sept. 16. The NCAA will announce the winning sites in December.

The games, if awarded, are expected to draw thousands of fans to the county-owned arena for two-day tournaments in March and December of those years, and help fill local bars, restaurants and hotels.

?The reality is if you bring in, for example, the regional women?s basketball tournament my guess is we?ll probably have close to 65 to 70 percent of the people who attend the event come from outside this market, and fill every hotel in a 50-mile radius,? Belber said.

The Times Union Center last hosted an NCAA Division I tournament in 2010, when the men?s ice hockey East Regional was played there.

The arena has also hosted NCAA men?s basketball and wrestling championship tournaments in various years since the arena opened in 1990, but never women?s basketball or women?s volleyball.

?These championships that we?re bidding on we feel can bring in huge crowds,? Belber said. ?We can generate not just enough to cover expenses but to provide the NCAA with the net revenues they?re looking for.?

Stewart fine after sprint car accident in Canada

CHARLOTTE, N.C. (AP) ? Tony Stewart was not injured in a scary accident in Canada in which his sprint car rolled five times.

A day after Monday's wreck, Stewart was still scheduled for the World of Outlaws race Tuesday night at Ohsweken Speedway in Ontario. He's the defending race winner.

But the three-time NASCAR champion will sit out a pair of races this weekend as his team takes its cars to Indiana for repairs.

Stewart finished fourth Sunday at Indianapolis Motor Speedway and said he'd be in a race car every day this week. Although he declined to reveal his entire schedule, he said he was testing Wednesday, racing Thursday and would be at Pocono Raceway this weekend.

Spokesman Mike Arning says races Friday and Saturday night have been scrapped only for car repairs.

United States Presses Israel to Release Murderers But Won?t Release Pollard

The Israeli cabinet took a courageous and politically unpopular step by approving the release of 104 Palestinian prisoners, including many terrorists who had murdered Israeli babies, women, the elderly and other civilians.? According to Israeli intelligence some of these released murderers are likely to rejoin terrorist organizations and may kill again. ?Relatives and friends of the victims have protested the decision to release these killers.? Yet Israeli Prime Minister Benjamin Netanyahu and his cabinet withstood these pressures and ordered their release.

The United States government had pressured the Israeli government to release these prisoners because the Palestinian Authority had made their release a condition to resuming peace talks.? The Israeli government, which had agreed to peace talks with no preconditions, submitted to the Palestinian precondition, and talks are now likely to go forward.

Prime Minister Netanyahu had reportedly asked the Obama Administration to make it easier for him to release Palestinian murderers by releasing Jonathan Pollard, who has already served 28 years for spying for Israel.? No American in history has ever come close to serving that long?indeed none has ever served a double digit sentence?for spying for an American ally.? Moreover, there were grave doubts about the lawfulness of Pollard?s sentence, as evidenced by the strong words of the dissenting judge who characterized the government?s breach of the plea agreement as a ?fundamental miscarriage of justice requiring relief??

But the Obama Administration slammed the door in Netanyahu?s face by categorically rejecting the request to commute Pollard?s sentence to the excessive term he has already served.? Despite this rebuff from the Obama Administration, Netanyahu agreed to release the prisoners.? Now the Palestinian Authority is asking for more prisoners to be released including some of the most dangerous terrorists on the face of the earth.? The United States will probably continue to put pressure on Israel to risk the lives of its own civilians by releasing more Palestinian terrorists in order to get the Palestinians to continue to negotiate.

The time has come?indeed it is well passed?for the United States to do the right thing with regard to Jonathan Pollard.? Pollard poses no continuing danger to America, since he has not had access to our secrets for nearly 30 years.? Unlike the Palestinian prisoners who are to be released, he has expressed regret over his actions and has sought forgiveness.? Moreover, his life sentence is excessive by any standard of justice and it violated the government?s plea bargain which promised, in exchange for Pollard?s guilty plea, not to seek life imprisonment.

Peace between Israel and the Palestinians requires the active involvement of the United States, as evidenced by Secretary John Kerry?s intensive efforts to bring the parties together.? But if peace is in our national interest, as the Obama Administration insists it is, and if peace requires sacrifice by both Israel and the Palestinians, then we too must be willing to give a little.? Releasing Jonathan Pollard after requiring him to serve 27 years, some in solitary confinement, is not much of a sacrifice to ask of the United States.? It is the least we can do to make it easier for Israel to make far greater sacrifices and take far more dangerous risks in order to secure peace.

The request to release Pollard now has bipartisan support in the United States and multi-partisan support in Israel.? Knesset members on all sides of the Israeli political spectrum have called for Pollard?s release as a way of encouraging the peace process.? ?It?s a window of opportunity of good will to Israeli, who are not going through an easy time,? said Labor MK Nachman Shai.? ?It would build up public support for negotiations and show that the US also understands the gravity of this historic moment.?

American political leaders from both sides of the aisle, as well as from all religious backgrounds, have called for Pollard?s release on compassionate grounds, based on the length of his sentence and his deteriorating physical condition.

Israel will go forward with negotiations regardless of whether Pollard is released, because the Israeli government wants a peaceful resolution that assures security.? But in the end the Israeli public will have to vote for any deal struck between Israeli and Palestinian negotiators, with the help of American negotiators.? The outcome of any such referendum will depend on whether Israeli voters believe that their security has been assured and that the United States continues to stand behind them.? Releasing Jonathan Pollard?as a gesture of good will, as a show of American support, and in the interests of justice and compassion?will go a long way toward encouraging the Israeli public to vote in favor of a peace agreement that requires great sacrifices on their part.

SAN JOSE, CA- San Jose Giants right-handed pitcher Clayton Blackburn was named California League Pitcher of the Week for the week ending on July 28. In Lancaster on Thursday night, Blackburn threw eight innings and allowed just one run on three hits in the Giants' 4-3 victory over the Jethawks. The right-hander carried a perfect game into the seventh inning, retired 20 straight hitters to begin his start, walked none and struck out six while throwing just 83 pitches.

Selected by the San Francisco Giants in the 16th round of the 2011 draft, Blackburn was 8-4 with a 2.54 ERA last season for the Single-A Augusta GreenJackets. This season, he holds a 4.02 ERA and opponents are batting just .223 against him.

(AP) ? As Cheyne Dougan rounded the corner at Clarksville High School, he saw three students on the floor moaning and crying. In a split-second, two more ran out of a nearby classroom.

"He's got a gun," one of them shouted as Dougan approached with his pistol drawn. Inside, he found one student holding another at gunpoint. Dougan aimed and fired three rounds at the gunman.

Preparing for such scenarios has become common for police after a school shooting in Connecticut last December left 20 children and six teachers dead. But Dougan is no policeman. He's the assistant principal of this school in Arkansas, and when classes resume in August, he will walk the halls with a 9 mm handgun.

Dougan is among more than 20 teachers, administrators and other school employees in this town who will carry concealed weapons throughout the school day, making use of a little-known Arkansas law that allows licensed, armed security guards on campus. After undergoing 53 hours of training, Dougan and other teachers at the school will be considered guards.

"The plan we've been given in the past is 'Well, lock your doors, turn off your lights and hope for the best,'" Superintendent David Hopkins said. But as deadly incidents continued to happen in schools, he explained, the district decided, "That's not a plan."

After the Connecticut attack, the idea of arming schoolhouses against gunmen was hotly debated across the country. The National Rifle Association declared it the best response to serious threats. But even in the most conservative states, most proposals faltered in the face of resistance from educators or warnings from insurance companies that schools would face higher premiums.

In strongly conservative Arkansas, where gun ownership is common and gun laws are permissive, no school district had ever used the law to arm teachers on the job, according to the state Department of Education. The closest was the Lake Hamilton School District in Garland County, which for years has kept several guns locked up in case of emergency. Only a handful of trained administrators ? not teachers ? have access to the weapons.

Clarksville, a community of 9,200 people about 100 miles northwest of Little Rock, is going further.

Home to an annual peach festival, the town isn't known for having dangerous schools. But Hopkins said he faced a flood of calls from parents worried about safety after the attack last year at Sandy Hook Elementary in Newtown, Conn.

Hopkins said he and other school leaders didn't see why the district couldn't rely on its own staff and teachers to protect students rather than hire someone.

"We're not tying our money up in a guard 24/7 that we won't have to have unless something happens. We've got these people who are already hired and using them in other areas," Hopkins said. "Hopefully we'll never have to use them as a security guard."

State officials are not blocking Clarksville's plan, but Arkansas Education Commissioner Tom Kimbrell is opposed to the idea of arming teachers and staff. He prefers to hire law enforcement officers as school resource officers.

There are other dissenters, too. Donna Morey, former president of the Arkansas Education Association, called the idea of arming teachers "awful." The risk of a student accidentally getting shot or obtaining a gun outweighs any benefits, she said.

"We just think educators should be in the business of educating students, not carrying a weapon," Morey said.

Participants in the program are given a one-time $1,100 stipend to purchase a handgun and holster. Hopkins said the district is paying about $50,000 for ammunition and for training by Nighthawk Custom Training Academy, a private training facility in northwest Arkansas.

The Nighthawk training includes drills like the one Dougan participated in, with various role-playing scenarios involving shooters on campus. Dougan and other teachers in the program practiced using "airsoft" pellet guns, with students wearing protective facemasks and jackets.

"There's pressure on you, because you're shooting real bullets if this actually happened," said Dougan, who has three children attending Clarksville schools. "I was nervous to start, but once it started and I was going through what they had taught us, it just took over."

The training is narrowly tailored for teachers to respond to shooters on campus.

"That teacher is going to respond to one thing and one thing alone, and that's someone is in the building either actively or attempting to kill people," Jon Hodoway, director of training for Nighthawk. "That's it. They're not going to enforce the law. They're not going to make traffic stops. If somebody is outside acting the fool, they're going to call the police."

Using students as actors helps trainers re-create the environment that teachers and staff would face in a typical school shooting, Hodoway explained. The students who participated in the exercise were children of the teachers and staff who were being trained.

Sydney Whitkanack, who will enter seventh grade this fall, said she's grown up around firearms and doesn't mind if teachers or staff are armed at school.

"If they're concealed, then it's no big deal," said Whitkanack, who was an actor in the training scenario. "It's not like someone's going to know 'Oh, they have a firearm.'"

The district will post signs at each school about the armed guards, but the identities of faculty and staff carrying weapons will be kept secret, Hopkins said.

Those who participate in the program will continue to receive regular training, he said.

Sherry Wommack said the program is one reason she's taking her son, an incoming eighth-grader, out of Clarksville's schools before the school year begins. Wommack said she doesn't believe teachers should make life-or-death choices involving students.

"I think police officers are trained to make those decisions, not teachers," Wommack said.

Second Body Found After Hudson River Wedding Party Boat Crash

PIERMONT, N.Y. (KTLA) ? A second body was pulled from the Hudson River on Sunday after two people, including a bride-to-be, went missing when a speedboat carrying a wedding party crashed into a barge on the Hudson River.

The body of a man was located about a mile from where a woman?s body was found a day earlier, according to Rockland County Sheriff Louis Falco.

Neither body was positively identified but they were believed to be best man Mark Lennon and bride-to-be Lindsey Stewart.

Stewart, 30, and her wedding party were boating near the Tappan Zee Bridge 25 miles north of New York City when their water craft struck a construction barge on Friday at 10:30 p.m.

All six people on the 21-foot Stingray motor boat were thrown into the water, police said.

The driver of the boat was arrested and charged Saturday.

Jojo K. John, 35, was arraigned on one count of first-degree vehicular manslaughter and three counts of second-degree vehicular assault, according to Robert Van Cura, undersheriff of the Rockland County Sheriff?s Office.

Sun leads, Ye 2nd in prelims as swimming starts

BARCELONA, Spain (AP) ? Olympic champion Sun Yang comfortably led the 400-meter freestyle heats on the opening day of the traditional pool events at the swimming world championships Sunday.

For Chinese teammate Ye Shiwen, it was a different story.

Ye, the surprise winner of both women's individual medleys at last year's London Olympics as a 16-year-old, had to settle for second in the 200 IM prelims behind Katinka Hosszu of Hungary.

Hosszu clocked 2 minutes, 8.45 seconds ? a nearly unheard of time for heats and one that would have earned her a bronze medal in London. Ye, swimming in the next lane, touched in 2:10.20.

Sun led the 400 in 3:44.67 and Ryan Cochrane of Canada was second with 3:45.74. Olympic silver medalist Park Tae-hwan skipped the meet.

Also, American teenager Katie Ledecky led the women's 400 free heats by a large margin, touching in 4:03.05.

And the United States led both the men's and women's 4x100 free relay heats.

Four finals were scheduled for later on Day 1, in the men's and women's 400 free and the men's and women's 4x100 free relays.

The women's 200 IM final isn't until Monday.

Hosszu has been hailed as a top medal contender since winning the 400 IM and taking two bronzes at the 2009 worlds in Rome. But she failed to bring home any hardware from both the 2011 championships in Shanghai and the London Games.

If her prelim swim was any indication, that should change here.

"I was very surprised," Hosszu said. "That's a really good sign for me because I can usually feel about where I rank. I thought it was like 2:10 or 2:11."

Ye's Olympic-winning time of 2:07.57 appears in reach for Hosszu, or even the world record of 2:06.15 set by American Ariana Kukors in 2009 at the height of rubberized suit era.

"I definitely feel like I can go faster," Hosszu said. "In the final there will be eight swimmers and we all want to win. We will see who is the fastest."

Ye did not appear concerned.

"That was pretty good for the morning," she said through a translator. "I just followed what my coach told me to do. He said if I finished in the top two, that was good enough.

"The most important thing is the first 100," Ye added. "The breaststroke is most important. I cannot get too far behind in the breaststroke. I'm very confident in my freestyle."

In his event, Sun was more than four seconds off the time he won with in London.

"I tried to get a good place in the final," he said. "I saw that the field was very good and I had to go hard to get a place in the final."

In the women's 400 free, Ledecky was under world-record pace early on.

"Oh really?" she said. "I wanted to take the prelims really seriously so I would make it back to finals in a good spot. I'm excited to race the world's best tonight."

Ledecky burst onto the scene a year ago as a 15-year-old when she won the 800 free in London with the second fastest time in history. Then at the U.S. trials last month, she became the first American woman to qualify for the worlds in the 200, 400, 800 and 1,500 free.

Is she worried about taking on too much?

"No. Not at all," she said. "I've put in the preparation this year so I think I'm up for it."

Melanie Costa of Spain qualified second behind Ledecky, a distant 1.15 seconds behind, while Olympic champion Camille Muffat of France got through in sixth.

In other prelims, Olympic and defending world champion Dana Vollmer of the United States led the women's 100 fly in 57.22.

Olympic silver medalist Christian Sprenger of Australia topped the men's 100 breast in 59.53 while London champion and world-record holder Cameron van der Burgh of South Africa advanced in seventh. Alex Dale Oen, the Norwegian who won this event at the last worlds, died of a heart attack last year.

And in a non-Olympic event, 33-year-old Roland Schoeman of South Africa led the 50 fly in 23.02. Local favorite Rafael Munoz of Spain qualified second in 23.17. Defending champion Cesar Cielo of Brazil made the semifinals in eighth.

Did Poland house secret CIA jail?

WARSAW (Reuters) - The European Court of Human Rights (ECHR) has agreed to consider a second case against Poland over allegations it allowed the CIA to run a secret jail on its soil, intensifying pressure on Warsaw to reveal how closely it was involved in the U.S. "war on terror".

The Strasbourg-based court will consider an application from Saudi-born Abu Zubaydah, who alleges that he was held illegally about a decade ago in a CIA-run facility on the grounds of an intelligence training academy in a Polish forest.

His case will be considered alongside one brought earlier by Saudi national Abd al-Rahim al-Nashiri, who says he was held in the same place as part of a CIA program of "extraordinary rendition" to detain and interrogate suspected al Qaeda operatives.

According to applications submitted to court by lawyers for the two men, they were flown by private jet to a remote Polish airfield and then driven to the facility near a village called Stare Kiejkuty. While there, they say they were subjected to interrogation techniques - including water-boarding - that human rights activists say amount to torture.

Polish officials deny hosting a CIA jail. Poland's foreign ministry said it had received details of the case from the ECHR.

"Poland is obliged to reply to the complaint by the deadline of September 16 this year. The case is currently being analyzed by the legal services of the ministry," it said in a statement.

The twin court cases are awkward for Poland's government: it is caught between a desire to be seen as a model of human rights and respect for the law on the one hand, and its close security relationship with the United States on the other.

GUANTANAMO INMATES

The United States has acknowledged that, as part of its "war on terror" it had facilities around the world where it held al Qaeda suspects. Putting them on foreign soil meant the detainees were not entitled to the protections afforded under U.S. law.

Washington has never disclosed the location of any of the prisons, and President Barack Obama signed an order ending their use after taking office in 2009. Both Abu Zubaydah and al-Nashiri are now being held in the U.S. military jail at Guantanamo Bay, Cuba.

Warsaw has so far declined to answer questions from the court about the allegations made by al-Nashiri, citing national security concerns and worries about interfering with a separate criminal investigation inside Poland.

"As a member of the Council of Europe, Poland is obliged to cooperate with the Court," said Helen Duffy, senior counsel for Abu Zubaydah on behalf of Interights, a human rights group.

"It needs to begin to engage with the detailed allegations against it and to account for its central role in the rendition program," she said.

Abu Zubaydah's application against Poland was on Monday listed by the ECHR as having been "communicated", which means that on a preliminary examination the court believed there was a case to answer.

The court usually takes several years between receiving an application and communicating it, but it acted more swiftly in the two cases against Poland: 14 months for al-Nashiri and six months for Abu Zubaydah's application.

Some people with expertise in the court's workings say this could mean a ruling will be made as early as this year.

The U.S. government says Abu Zubaydah ran a camp in Afghanistan that trained some of those who carried out the September 11, 2001 attacks on U.S. cities. It accuses al-Nashiri of directing an attack on the U.S. warship Cole in the Yemeni port of Aden in 2000 that killed 17 sailors.

Prosecutors in Poland have been conducting a criminal investigation into allegations that Polish officials knew there was a CIA jail. It has been running now for five years, with no sign any prosecutions are imminent.

New Delhi: Actress Manisha Koirala, who has successfully battled ovarian cancer, seems to be following a strict fitness regime as suggested by her father, politician Prakash Koirala.

"As dad has persistently asked me to walk eight to twelve kilometres, I do it as obediently," Manisha posted on microblogging site Facebook.

"It is followed by stretches. Then I do Pranayama for an hour and Osho's kundalini meditation before sleeping. Also in between yoga, meditation and ayurvedic massage treatment. This I say is 'project'," she added.

Halliburton plea may help BP in spill liability battle

(Reuters) - BP Plc appeared to gain an edge in the battle over liability for the 2010 Gulf of Mexico spill on Friday, after Halliburton abandoned one of its arguments that tried to paint the British oil company as unconcerned about well safety.

Halliburton, which did the cementing work for BP's well, on Thursday pleaded guilty to destroying evidence of internal tests it conducted showing there was no difference between the effectiveness of putting six or 21 casing centralizers on the well.

Centralizers help stabilize the well bore during cementing and, prior to the settlement with the U.S. Department of Justice, Halliburton had sought in court proceedings to pin blame on BP for the blowout because of its decision to save "time and money" by using only six centralizers.

A payment of just $200,000 to the Department of Justice ends the DOJ's case against Halliburton. At the same time, the plea seems to hurt Halliburton as it seeks to settle its share of private claims over the disaster, currently estimated at $1.3 billion.

John Coffee of Columbia Law School said it would now be less plausible for Halliburton to argue in any litigation between the two companies that it had warned BP about something for which the evidence was destroyed.

"This is a zero sum game between BP and Halliburton, particularly when it undercuts (Halliburton's) argument they had an honest theory of why the cement wouldn't hold," Coffee said. "If it's an honest theory, why would you destroy all the evidence?"

Nonetheless, Halliburton shares rose nearly 4 percent on Friday, since its plea announcement late on Thursday coincided with it unveiling a $3.3 billion share buyback.

Scott Gruber, analyst at Bernstein Research, said the company appeared more confident its oil spill liability was manageable in making a repurchase offer that would represent 8 percent of its outstanding shares at current prices.

James West at Barclays believed Halliburton could even issue new debt to accelerate its buyback program. "Though we think a resolution of the Macondo liability is likely required before (Halliburton) makes any significant changes to its capital structure," he added in a note to investors.

TRIAL TO RESUME

Halliburton, BP and rig owner Transocean Ltd are all defendants in a federal civil trial that began in February to apportion blame and set damages for Macondo. The trial, under Judge Carl Barbier, is scheduled to resume on Sept 30.

According to Margaret Thomas at Louisiana State University's law school, Barbier could admit Halliburton's criminal admission in the case and respond in number of ways, including monetary sanctions. She said he could even go so far as to strike Halliburton's pleadings.

"That's incredibly rare and it's a last resort that happens in very few cases, but he is empowered to do it," she said.

The disaster caused 11 deaths and led to the largest U.S. offshore oil spill. BP and Transocean previously entered guilty pleas and agreed to pay respective criminal fines of $1.26 billion and $400 million. Both declined to comment on the Halliburton plea.

The civil penalties and damages are expected to run into the many billions of dollars, on top of what BP has already spent on clean-up and compensation.

BP is struggling through a separate legal battle over the payment of claims to people and businesses for spill-related losses. A federal appeals court is considering the case, and Halliburton said this process was impeding its push to settle its own liability through talks.

"The pace of those settlement discussions has recently slowed as we understand BP is challenging certain provisions of its settlement," Halliburton said in a quarterly filing with the Securities and Exchange Commission on Friday.

Halliburton also disclosed that its legal fees and other expenses related to Macondo totaled $223 million, of which $190 million is covered by insurance. The company said that last quarter it reached a favorable agreement with some insurers that allows it to continue being reimbursed for covered legal costs.

The prospects of a global settlement of the civil litigation by all parties seems remote, since Barbier has not yet ruled on whether BP or its co-defendants were guilty of gross negligence. Some observers believe he will not issue findings on negligence until the trial's next stage ends, probably in early 2014.

The trial is in re to case: Oil Spill by the Oil Rig "Deepwater Horizon" in the Gulf of Mexico, on April 20, 2010 in the same court, No. 10-md-02179. The evidence case is U.S. v. Halliburton Energy Services Inc, U.S. District Court, Eastern District of Louisiana, No. 13-00165.

From the NSA to Mozilla, it seems like everyone wants to track your online activity (because you're so interesting, of course). Pinterest is the latest to jump on that bandwagon, but the company is keen to assure users that it's completely down with Do Not Track. In a blog post introducing its most recent update, Pinterest spelled out what its latest addition -- the "Edit Home Feed" option -- means for its users' privacy. Basically, you can now tailor your feed to provide you with content related to what you've been pinning. Additionally, Pinterest can track your activity on other sites (so long as they feature a "Pin It" button) to suggest boards based on your interests, though users can easily opt out under their account settings. With public concern over online tracking at an all time high (Thanks, PRISM!), Pinterest evidently didn't want to get caught on the wrong side of the divide.

Flickr is notifying users in advance about some down time for the site.

Yahoo photo-sharing site Flickr is alerting users that the site plans to be out of commission for about six hours Wednesday, as it undertakes some "planned maintenance."

The site will be unavailable from 4 p.m. PT / 7 p.m. ET Thursday until 10 p.m. PT Thursday and 1 a.m. ET Friday.

"During this time, Flickr will be unavailable on web and mobile, and the API will not be reachable," Flickr says on its blog. "There will also be a site-wide notice an hour beforehand to make sure no one is taken by surprise."

The six-hour outage is an unusually long one for such a heavily trafficked site. According to Yahoo, Flickr has 80 million visitors worldwide, with 20 million of those being in the U.S. There are 4.5 million photos uploaded to Flickr daily,

NBC News asked Yahoo for an explanation regarding the lengthy downtime. A Yahoo spokesperson did not go into details, but said via email that, "From time to time, we need to do site maintenance to ensure that we're providing a robust and scalable experience for our users. We appreciate our users' understanding and apologize for any inconvenience."

There have been other recent Flickr outages that weren't planned. The most notable was in May, four days after Flickr released a major update that included a redesign of the site, 1 terabyte of image storage for each user, and support for up to a full 3 minutes per video at 1080p HD quality.

Between then and up until last week, there were also some problems, including these:

Flickr, like other photo sites, faces increasing competition from Facebook, Instagram (owned by Facebook) and Twitter's Vine.

In the meantime, if you're on the verge of posting big batches of those summer wedding or vacation photos or video files, check on Flickr's status late Thursday and early Friday morning via its Twitter page.

Lawyer: Snowden to stay in Moscow airport for now

MOSCOW (AP) ? A lawyer advising National Security Agency leaker Edward Snowden says his asylum status has not been resolved and that he is going to stay at the Moscow airport for now.

Anatoly Kucherena, who was visiting the American at Moscow's Sheremetyevo airport on Wednesday, said that migration officials are still looking at this asylum request and that this process had been drawn out.

Kucherena said that Snowden is staying in the transit zone "for now" and "intends to stay in Russia, study Russian culture."

The lawyer did not immediately comment on a Russian news report that said Snowden had received a document earlier Wednesday allowing him to enter Russia from the airport.

National Security Agency leaker Edward Snowden was given a document on Wednesday that allows him to leave the transit zone of a Moscow airport and enter Russia, a state news agency said.

The American applied for temporary asylum in Russia last week after his attempts to leave the airport and fly out of Russia were thwarted. The United States wants him sent home to face prosecution for espionage.

Snowden, who revealed details of the NSA's wide-ranging spying activities targeting data and phone communication, is believed to have been staying at the transit zone of Moscow's Sheremetyevo airport since June 23, when he arrived on a flight from Hong Kong.

Russia's RIA Novosti news agency quoted an unidentified security official as saying that Snowden was given the document Wednesday, allowing him to formally enter Russia.

Anatoly Kucherena, a Russian lawyer advising Snowden, arrived at the airport Wednesday to meet the NSA leaker, but refused to comment before the meeting.

However, he told Russia's Rossiya-24 television that he has brought several books for Snowden to read, including one by Anton Chekhov and Fyodor Dostoyevsky's novel "Crime and Punishment."

The novel is about the mental anguish and moral dilemmas of a poor ex-student who kills a pawnbroker for her cash, and Kucherena said Snowden might find it interesting. But the lawyer added: "I'm not implying he's going through a similar mental anguish."

President Vladimir Putin has said that Snowden can be granted asylum in Russia only if he stops leaking NSA secrets.

A spokeswoman for Russia's Federal Migration Service told The Associated Press on Wednesday that it had no information about the status of Snowden's application for asylum.

Granting Snowden asylum would add new tensions to U.S.-Russian relations already strained by Washington's criticism of Russia's pressure on opposition groups, Moscow's suspicion of U.S. missile-defense plans in Europe, and Russia's resistance to proposed sanctions against the regime of Syrian President Bashar Assad.

First day of parenting faces William and Kate

LONDON (AP) ? It's Day One of parenting for Prince William and Kate. After the excitement and fatigue and joy of childbirth ? emotions shared with a nation ? the young couple is expected to bring the prince home Tuesday.

It is a daunting moment for any young couple, even one with as much support as the Duke and Duchess of Cambridge

The infant's name ? and what he looks like ? remain a royal mystery. And as he begins a long journey expected to see him someday become a king, Britons, and supporters from around the world, have been joining the royal family in celebration.

Kensington Palace announced that the Duchess of Cambridge had given birth to the 8 pound, 6 ounce (3.8 kilogram) baby boy at 4:24 p.m. Monday, triggering an impromptu party outside Buckingham Palace and in front of the hospital where Kate gave birth.

More celebrations are expected Tuesday, including gun salutes by royal artillery companies to honor the birth and the ringing of bells at London's Westminster Abbey.

Kate, William and their son spent the night at the private Lindo Wing of St. Mary's Hospital. Officials have not said when the family will leave.

Tourists and well-wishers lined up outside Buckingham Palace gates Tuesday to take pictures of the golden easel on which, in keeping with royal tradition, the birth announcement was displayed.

?"This was a great event ? yet again our royal family is bringing everyone together," said 27-year-old David Wills, who took a two-mile detour on his run to work to pass the palace. "I kind of feel as though I am seeing part of history here today."

Halfway around the world, royalist group Monarchy New Zealand said it had organized a national light show, with 40 buildings across the islands lit up in blue to commemorate the royal birth, including Sky Tower in Auckland, the airport in Christchurch, and Larnach Castle in the South Island city of Dunedin. A similar lighting ceremony took place in Canada; Peace Tower and Parliament buildings in the capital, Ottawa, were bathed in blue light, as was CN Tower in Toronto.

The baby isn't even a day old ? and may not be named for days or even weeks ? but he already has a building dedicated to him.

Australian Prime Minister Kevin Rudd said an enclosure at Sydney's Taronga Park Zoo would be named after the prince as part of a gift from Australia. The government would donate 10,000 Australian dollars ($9,300) on the young prince's behalf toward a research project at the zoo to save the endangered bilby, a rabbit-like marsupial whose numbers are dwindling in the wild. The prince's name ? when known ? will be added to the bilby enclosure.

"I don't know if the royal family would need this, but we'll probably give them a free pass to Taronga Park Zoo as well," Rudd said.

British media joined in the celebration.

"It's a Boy!" was splashed across many U.K. front pages, while Britain's top-selling The Sun newspaper temporarily changed its name to "The Son" in honor of the tiny monarch-in-waiting.

"Regal has Landed," the paper cried.

The Mirror, in an allusion to the fact that news of the baby's birth first broke online, spoke of: "The Twitter of Tiny Feet."

So far, it's the palace which has largely set the pace of the wall-to-wall media coverage, using social media to keep followers abreast of the news.

New additions to the royal family typically set off a tug-of-war between the royal household and the press. The feverish media excitement ahead of Kate's engagement to William led to a warning from Britain's press watchdog, and the hunger for news about the third-in-line to the British throne is likely to be similarly intense.

William, whose mother Diana died in a Paris car crash in 1997 while being hounded by paparazzi, was likely to insist on a measure of privacy, former royal press secretary Charles Anson told the BBC.

"I think Prince William and the duchess will be very keen to protect their young child from too much attention," he said.

On the other hand, he said that "people want more news about this royal baby."

He said the palace would have to find some way to handle that, predicting "a bit of negotiation, a bit of arrangement with the media to get it right."

Though the months between April and June have not traditionally been great for Apple hardware sales, the company nonetheless sold 31 million iPhones, a record for the quarter. The accomplishment is even more noteworthy given that Apple hasn't launched any major new products this year.

So far this year, Apple has shipped a modest processor update for its MacBook Pro with Retina Display and a more meaningful processor update for its MacBook Air that doubles its battery life. But its more ambitious products, like the redesigned Mac Pro, are slated for later this year.

During its developer conference last month, Apple took the unusual step of previewing the long-awaited revision of its Mac Pro. The high-end desktop computer is substantially smaller than its predecessor, and its cylindrical form factor is unlike anything else in the market. The last time Apple gambled on such an unusual design was when it launched its PowerMac G4 Cube in 2000, which was discontinued a year later.

Apple said it sold 14.6 million iPads during the quarter, down from 17 million during the same period a year ago, and 3.8 million Macs, down from 4 million during the same quarter last year. The broad decline in personal computer sales is affecting everyone, though Apple less so than others.

CEO Tim Cook in a statement said Apple was proud to have sold so many iPhones and noted the strong revenue growth for the company's iTunes, software and services. He also focused on the future. "We are really excited about the upcoming releases of iOS 7 and OS X Mavericks, and we are laser-focused and working hard on some amazing new products that we will introduce in the fall and across 2014," he said.

With debut of a new version of its mobile operating system in the fall, Apple will almost certainly release updates to its iPhone and iPad product line. The company is expected to release an iPad Mini with Retina Display at some point, though recent reports have questioned whether manufacturing issues with these high-resolution screens will delay the Mini's graphics upgrade until 2014.

That's also the year when Apple is expected to introduce a wearable computer, a product that observers are calling the iWatch, for lack of an official name. While the company has not publicly confirmed its intention to release such a product, it will be just about the only one of its peers without a network-capable wristwatch by the end of next year if it opts not to do so.

Field Poll: Obama's job-approval rating drops sharply in California

Californians' approval of President Barack Obama's job performance has taken the sharpest dive of his presidency in recent months, according to a new Field Poll, with some of his most loyal supporters losing faith after revelations that the government is tracking Americans' phone and Internet use.

Where 62 percent of California voters approved of Obama's job performance in February, only 52 percent did so in late June and early July -- a sudden drop unprecedented among the president's recent peers. The falloff was largest among blocs that historically have given him high marks: registered Democrats' approval dropped by 14 points, nonpartisan voters' by 12 points, women's by 15 points and voters under age 40 by 14 points.

Based on that, poll director Mark DiCamillo said, "You could surmise that it does have to do with the surveillance and the authorization of this kind of unprecedented listening to of phone conversations and emails and that kind of thing."

Obama has faced harsh questions from many among his own base since details emerged last month of a clandestine mass electronic surveillance data-mining program.

Even so, the Golden State still generally likes him: 57 percent of Californians say they have a favorable view of the president overall, while 35 percent hold an unfavorable view. That's identical to how voters felt about him just before his re-election last year.

The difference is that 9 percent of all voters and 11 percent of rank-and-file Democrats who view Obama favorably now disapprove or are undecided about his job performance.

DiCamillo said this sudden drop-off in approval didn't happen in other recent presidents' second terms. President George W. Bush's approval rating dropped seven points from early to mid-2005, but that was part of a years-long downward slide, he said, while Presidents Bill Clinton and Ronald Reagan only lost a few points in their fifth years in office.

Corey Cook, director of the University of San Francisco's Leo T. McCarthy Center for Public Service and the Common Good, said he agrees "absolutely" with DiCamillo that revelations of domestic spying by intelligence and law enforcement agencies have hurt Obama's numbers.

The 10-point drop denotes "the more progressive voters, younger voters who have finally gotten disillusioned with Obama," Cook said, especially when many expected that he would move leftward after winning a second term.

Some have other complaints. Mary Zuniga, 66, a registered Democrat from San Jose, told the poll she generally feels favorable toward Obama but has no opinion of his job performance.

"I did vote for him, but he's kind of let me down on a few things, so I'm just not thrilled with his performance," she said Monday, explaining she's a disabled senior unhappy with Obama's failure to improve health care and taxes for people like her.

"I feel like it's not very good as it should be for older people who are poorer," Zuniga said. "I'd like to have somebody who's going to do what he said he's going to do and not switch."

But some supporters are sticking by the president. Democrat Lynn Jones, 46, approves of Obama's job performance and feels favorably toward him.

"A lot of the stuff that's been coming out in the news can't really be pinned on him as one person, even though he's at the helm -- he doesn't have a direct degree of control over everything," said the homemaker and English tutor from Martinez. "He's been so hampered by a Congress that just doesn't want to do anything but work against him."

By region, Obama's approval rating remained highest in Los Angeles, at 63 percent, followed by the Bay Area at 60 percent, the Central Valley at 45 percent, the rest of Northern California at 44 percent and the rest of Southern California at 43 percent.

The Field Poll surveyed 846 California registered voters from June 26 through July 21; the poll's overall margin of error is 3.5 percentage points.

Heavy rain aids fight against Palm Springs California wildfire

Heavy rain helped firefighters who made substantial gains against a week-old wildfire that burned across 42 square miles, as thousands of people were allowed to return to their homes in Southern California mountain communities near Palm Springs.

With the arrival of an inch and a half of rain on Sunday, firefighters began to beat back the flames and had the blaze 68% contained. Rain continued to fall off and on throughout much of the day. Winds were only 5mph to 10mph and humidity was 95%.

"With diminished fire activity, firefighters made great progress with line construction, particularly along the east side toward Palm Springs," said a US Forest Service spokesman, John Miller.

The fire was still far from extinguished, however. The thunderstorm helping douse the flames also brought erratic winds and the threat of flooding, all hazardous conditions for fire crews.

Six-thousand people fled the idyllic little towns that dot the San Jacinto Mountains between Palm Springs and Hemet after the fire broke out Monday and raged across the heavily wooded area. Twenty-three structures, including seven homes, were destroyed. There were no reports of injuries. The Riverside County sheriff's department lifted evacuation orders for the communities of Idyllwild, Fern Valley and Pine Cove, from which thousands had fled the advancing flames five days before. Evacuation orders for several smaller nearby communities had been lifted earlier in the day.

The fire was less than two miles from Idyllwild on its western flank. It was a similar distance from Palm Springs below on the desert floor, where an enormous plume of smoke could be seen. The Palm Springs Aerial Tramway, which carries people nearly 6,000ft up a rugged canyon to a mountain peak overlooking the tourist resort, was closed Sunday because of unhealthy air quality. Crews were also building fire breaks in the area.

Authorities have said the fire was human-caused, but wouldn't say whether it was accidental or intentional. More than 1,800 firefighters battled the blaze on Sunday, using bulldozers, helicopters and other equipment.
